Secretary of State Guergis to Visit El Salvador, May 12-14 2008

The Honourable Helena Guergis, Secretary of State (Foreign Affairs and International Trade) (Sport), will visit San Salvador, El Salvador, from May 12 to 14, as part of Canada’s renewed engagement in the Americas.

El Salvador is an important partner for Canada in Central America and in multilateral forums such as the Organization of American States,” said Secretary of State Guergis. “The trip will reinforce our re-engagement with the Americas and provide an excellent opportunity to exchange views on crucial issues of security, prosperity and the core values of freedom, democracy, human rights and the rule of law.”

While in San Salvador, Secretary of State Guergis is scheduled to meet with President Elías Antonio Saca, Minister of Foreign Affairs Marisol Argueta de Barillas and other key officials. The Secretary of State will also meet with national and local government officials, representatives of the Canadian Chamber of Commerce in El Salvador and a range of development and investment experts.

Canada’s engagement with El Salvador includes strong economic ties as well as cooperation on the international response in Haiti, where members of the Salvadoran civilian police are working with Canadian colleagues.

The dynamic bilateral relationship is reinforced by the tens of thousands of Canadians who trace their roots to El Salvador, and who are contributing to the development and prosperity of both countries.

Mexico , Germany to Intensify Economic, Political Exchanges

" Germany and Mexico agreed on Monday to enhance political dialogue, economic and trade activities, as well as bilateral exchanges in technology, culture and science, Mexican officials said."

In a meeting with Mexican President Felipe Calderon, German Chancellor Angela Merkel said Germany appreciates the strategic pact made between Mexico and the European Union (EU).

In recent years, commercial exchange between the two nations increased, specifically after the implementation of the Free Trade Agreement in 2000.

Both leaders agree on ideas of multilateral cooperation and that industrialized and emergent countries share responsibility in facing global issues like climate change and the food shortage.

Costa Rica Strives for Carbon Neutrality
(National Post)

Costa Rica will plant seven million trees in 2008 to soak up as many greenhouse gas emissions as it produces, in a bid to become the world's first carbon neutral nation, a top official said last week Monday.

"The stated goal is to be the first neutral country as far as greenhouse gas emissions is concerned," said Energy and Environment Minister Roberto Dobles.

"To get there, this administration is betting on halting deforestation and on the Plant a Tree project," he added, referring to an ongoing government initiative to plant as many trees as possible in the country.

The project aims to "plant seven million trees this year, meaning that in our country there would be 1.5 trees for each Costa Rican.

He added that in 2007 the country managed to plant five million trees, spurred by the desire to forestall an impending environmental catastrophe.

"Climate change is the main threat facing humanity and, even so, the world still can't agree to fight this problem," Dobles said, adding that every country can help in the struggle, even a small nation like his own.

IBM Opens World's First Center Dedicated to Helping Clients Manage and Archive Massive Amounts of Business Information – Mexico

IBM opened the world's first center specially designed to help clients with long-term management and archiving of massive amounts of business information in Guadalajara, Mexico, Wednesday.

According to an IBM press release, this comes "As part of IBM's New Enterprise Data Center strategy to help customers gain greater efficiency from their IT resources."

The company is addressing the high demand in securely retaining digital information such as documents, email, video, audio, and medical files, and at a lower cost.

Currently, worldwide file, database and email archive capacity is expected to compound annually at a rate of up to 73 per cent, totalling almost two trillion full filing cabinets of information.

The press release also states, "Worldwide digital archive capacity is expected to increase at a nearly 60 percent compound annual growth rate by 2012 which is an 800 percent total increase in archive capacity over a five year period of time."

IDB Approves US$100 Million to the Bahamas for New Providence Transport Program

"The Inter-American Development Bank today announced the approval of a US$100 million loan to the Bahamas to support a program to improve transport in the island of New Providence.

New Providence is home to 69% of the population of The Bahamas and its capital city, Nassau. The island has 1,600 kilometers of roads, the majority of them paved and in adequate condition, but the network’s capacity is insufficient for its growing volume of traffic.

The 25-year IDB loan will assist the Ministry of Public Works and Transport in completing the New Providence Transport Program, which has an estimated total cost of US$162 million. …"

South American Presidents Meet on New Bloc as Mistrust Builds

"Leaders of 12 South American nations will set aside growing mistrust and ideological divisions today in Brasilia to sign a treaty to create a continental bloc modeled on the European Union."

The agreement to create the Union of South American Nations, or Unasur, is unlikely to bear fruit, given increased antagonism over Venezuela's alleged support for Marxist rebels in Colombia and the countries' divergent economic policies, said Michael Shifter, vice-president of the Washington-based policy group Inter- American Dialogue.

’Unasur is a pipe dream for now,’ Shifter said. ’The irony is that economic conditions in the region have never been riper for this sort of integration.'

The summit marks the culmination of diplomacy started by Brazil in 2004 to unite the region's two main trading groups -- known as Mercosue and the Andean Community -- into a single bloc with gross domestic product of about $2 trillion.

It also follows other efforts, most promoted by Venezuelan President Hugo Chavez, to strengthen regional economic ties and counter U.S. influence. Those plans, such as a regional alternative to the International Monetary Fund known as the Bank of the South, are yet to yield concrete results. …"
