Breakfast Presentation by the Honourable Vice-President Francisco Santos Calderón, Vice-President of the Republic of Colombia.

"Democratic Institutions, Free Trade and Regional Security"

Formerly editor of El Tiempo, Colombia’s largest newspaper and a Neiman Fellow at Harvard University, Vice President Santos was kidnapped for eight months in 1990 by Pablo Escobar, head of the Medellín drug cartel. He fled Colombia in 2000 under threat from the FARC guerrillas, but returned in 2002 to run successfully as President Alvaro Uribe’s vice presidential candidate. Vice President Santos was re-elected in 2006.

In his first public address in Canada, Vice President Santos will discuss Colombia’s challenges and successes in fostering economic growth and strengthening democratic institutions and security in the region.

Bolivia Takes Over Four Energy Companies
(Globe and Mail)

Summary of original article:

"Bolivia took controlling stakes in four energy companies on Thursday, one in an agreement with Spanish oil company Repsol YPF SA and others through state decrees," according to the Globe and Mail article.

The country’s state-owned company YPFB paid 6.3-million ( US) and gained a majority stake in one of Bolivia’s largest energy companies, Repsol’s Adina.

The news come exactly two years after President Evo Morales began nationalizing Bolivia’s energy industry as a way to increase government income.

Bolivia holds South America’s second-largest natural gas reserves, along with supplies close to those of Argentina and Brazil.

Chavez Nationalizes Argentine Foundry, Venezuela's Largest

President Hugo Chavez ordered the expropriation of Venezuela's largest steel maker after attempts by the government to acquire a majority stake in the Italian-Argentine conglomerate Techint failed.

Siderurgica del Orinoco, Sidor, has been “recuperated by the revolutionary government” said Chavez during a political rally.

Chavez ordered Sidor nationalized earlier this month, siding with workers who sought improved salaries and benefits. Venezuelan officials had been talking with Ternium representatives (controlled by Techint) to negotiate a price for its 60% share in the company, but the two sides were unable to reach an agreement.

However, the Venezuelan president refused point blank to accept the price tag of 4 billion US dollars claimed by Ternium, calling the amount excessive adding the government had estimated the steel foundry’s total value at about 800 million.

Sidor, a former state company, was privatized in 1998, but the government has retained a 20%, while current and former employees hold the remainder.

The company produces about 85% of the 5 million metric tons of steel Venezuela turns out annually, according to the Belgium-based International Iron and Steel Institute.

Last Tuesday Venezuela’s assembly opened the way for Sidor's expropriation declaring the conglomerate a "public utility", a legal prerequisite to expropriation.

USTDA Grant Promotes DR-CAFTA Benefits in El Salvador

The U.S. Trade and Development Agency announced April 28 that it has awarded a $500,000 grant to develop commercial zones in El Salvador under an agency initiative to further the benefits of DR-CAFTA.

 

According to an agency press release, the grant is the first of three totalling $1.1 million to be awarded this week to promote trade and investment in El Salvador’s northern zone, which the El Salvadorian government has established as a development priority. The grant is being provided under the USTDA’s DR-CAFTA Trade Integration Initiative, which was launched in 2005 to support priority projects that further the benefits of increased trade, regional connectivity and economic growth.

The USTDA states that the grant will be used to develop a plan for municipal infrastructure and a commercial zone along road infrastructure that is being constructed with financing from the Millennium Challenge Corporation. The two other grants will fund the creation of a development and investment plan for El Salvador’s National Development Commission and the development of an Internet portal devoted to information about trade and investment opportunities in El Salvador’s northern zone.

Strike Violence Keeps Codelco's Teniente Shut
(Globe and Mail)

Copper giant Codelco of Chile kept its Teniente division, home to the world's largest underground copper mine, shut yesterday pending security improvements to counter strike violence, a company source said.

Codelco, which produces around 1.7 million tonnes of copper a year, first closed two smaller divisions, Salvador and Andina, 15 days ago due to the latest in a series of sometimes violent strikes by subcontracted miners.

"Yesterday's and today's shifts have been suspended until we have new security measures in place for buses that transport workers," the source said, adding it would be shut at least until yesterday afternoon.
